National Educational Review – how it should be done?

Germany has just conducted its own review of its national education system.

Among the differences which spring to mind, this has been a thoroughly open, inclusive process, utilising web tools, social media and a wide-ranging, transparent campaign to invite non-politicians and non-educators to participate in the outcome. And as a result, to feel a sense of ownership in the process if change which will result.

Why has our own National Curriculum Review process felt so ossified by comparison?
